The problem

Entry-level jobs are hard to fill, and it is getting harder.

There are hundreds of thousands of open jobs in industries that hire many entry-level workers. Fewer new workers are arriving to fill them, and more people reach retirement age every year.

Many jobs are open

Open jobs in the U.S. in August 2026, in three industries that hire many entry-level workers.

Hotels and restaurants713,000
Manufacturing522,000
Transportation and warehousing338,000

Fewer new workers arrive

Immigrants fill many of these jobs. Net immigration was 2.7 million in 2024 and could fall to about 0.3 million in 2026 (Census projection).

Your options

Hard to find people who stay? Compare your options.

Most employers use more than one of these. EB-3 is the one that gives you workers for the long term.

U.S. workers

Hard to hire and keep

Few people want these jobs. Many expect more pay than the job can offer, and turnover is high.

✕Hard to keep
H-2B visa

Seasonal jobs only

H-2B covers seasonal jobs only, so workers leave when the season ends. It has a yearly limit that often fills early.

✕Short-term fix
EB-3 green card

Workers who stay

Workers come on a green card for a full-time, year-round job. They are motivated to keep it, because they invested years to get it.

✓Long-term solution
What EB-3 is

EB-3 works for skilled and unskilled jobs.

  • Unskilled jobs need less than 2 years of experience.
  • Skilled jobs need 2 or more years of experience.
  • The job must be full-time and year-round.
  • Workers can move with their families.
  • You pay the wage the government sets for the job.

Why they stay

The workers are highly motivated. They waited years and moved their families for this job, so they work hard to keep it.

Who already does it

Food, warehouse and hotel employers already sponsor workers.

The number of U.S. employers sponsoring entry-level jobs more than doubled from 2023 to 2025.

Green card limits

Up to 40,000 EB-3 green cards a year. Up to 10,000 of them for unskilled jobs.

U.S. law sets these limits every year. Cases are handled in the order they were filed, so an employer who files earlier gets in line earlier.

40,000

EB-3 green cards a year, for skilled and unskilled jobs together.

10,000

Of those, for unskilled jobs that need less than 2 years of experience.
